Frequently Asked Questions

How can I register my camera?

Go to citiwatch.baltimorecity.gov to complete camera registration. All links can be found directly at the CitiWatch Community Partnership home page. Must own – and preferably have installed – a private security camera. If camera is not already installed, please plan to install shortly after registration.

Does the City share my information or make my information public?

Baltimore City Information Technology (BCIT) does not share disaggregated data with external parties. BCIT may share your data with authorized internal (i.e. City) partners for data management and reporting purposes. However, your unique data will not be shared publicly, and you cannot be singled out as a participant unless you choose to make this information known to your neighbors and community members.

Will Baltimore Police Department (BPD) have access to the footage from my cameras?

Residents who are interested in participating in the program are required to register their cameras with the Community Partnership. No City agency will have access to live video from the camera, but it can request that the program participant provide access to recorded footage.

Am I obligated to provide footage to the City?

While the intent of the program is to help make the City safer by increasing the availability of camera footage as an evidentiary tool the participant is ultimately not obligated to provide footage if they decide not to. In rare circumstances a court may issue a subpoena for footage.

What happens if my camera system is not working or broken?

Participants are responsible for keeping their camera system(s) functional. A dysfunctional or nonfunctional camera system does not benefit the participant or their community and cannot contribute to improving public safety. For voucher / rebate recipients a broken or dysfunctional camera may constitute a compliance issue. It's encouraged that such issues are addressed as soon as possible.

Do I have to purchase a specific type of security camera system?

No. However, there are some minimum and recommended specifications. Security camera systems must:
  • Be outdoor, weather proof cameras.
  • Retain video footage for at least 48 hours.
  • Meet minimum technical and video quality specifications listed here:
Digital Cameras Minimum Specifications Recommended Specifications
